Since the ancient feudal time there already was a principle, namely “a monarch does not joke”. People in the past upheld this principle not because monarchs did not know how to joke, but because the higher a person's rank and status was, the more influential that person was. One word spoken without prior prudent thought could negatively impact many others. Therefore, a monarch or an official must never improvise whenever convenient yet should carefully think before speaking out; that is also the moral way.
