“FRANKFORD ARSENAL. The estimates submitted last year for the transfer of the cartridge plant at this arsenal to the now vacant rolling-mill building are again renewed. The following remarks from the last annual report are quoted as showing the necessity for this: [blockquote:] The development of our modern war material has added so much to the importance of the work at this arsenal and to the demands upon its resources that the occupancy of more shoproom than the buildings now in use contain or afford, is rendered obligatory. A new building is not required, since one built originally for a rolling mill, but not equipped with machinery, is available and well suited for the purpose. The various operations in the manufacture of small-arm cartridges are at present of necessity conducted in four different detached buildings, not suited by reason of location and size for the most economical work on even the present output of cartridges. These buildings are, besides, overcrowded with recent additions of plant required for the manufacture of new model gun sights, fuses, and cartridge cases of large size, or fixed ammunition for mountain and field artillery. With the transfer of the principal plant to the now empty building, space will be afforded under one roof for convenient arrangement of all the successive operations, and facilities given for an expansion from the present maximum output of 36,000 cartridges per day to 250,000 to meet an emergency. There is urgent need for the appropriations required to carry out this rearrangement of the plant.”
“As a general proposition in latitudes where the temperature is likely to be frequently uncomfortable, and where a locking machine and ample shoproom is available, the usual method of putting together in rolls and soldering lightly to prevent the seams from slipping apart will be found to be the best method, as in a large number of cases the rafters of a roof and consequently the courses of tin are sufficiently short to allow of being cut off to the proper length and tonged up or edged before being hoisted to the roof, thus saving considerable labor, as it is easier to work on level ground on temporary benches made by laying boards or horses, than on a sloping roof, where everything must be done at a comparative disadvantage.”
“As has been sald before, It is imperative that tuberculosis, cardiac, and gas cases shall receive their vocational training under careful and continuous medical supervision after discharge from treatment. Already some of these training cases have broken down. Negotiations are now in progress to make Rutland, Mass, a training center for the tuberculous. The Federal Board has appropriated $10,000 for necessary equipment, private agencies, and instructors, but more shoproom and housing are needed. The New York committee on tuberculosis has under consideration the establishment of a productive vocational workshop conducted on the general plan of the garment shop of the committee on the relief of the Jewish tuberculous. The national association has agreed to subsidize this shop up to $10,000. The Catholic War Council is considering the establishment of a training center in Pennsylvania which they hope may develop into an agricultural and industrial colony.”
