“The Hwai River, already mentioned when speaking of Anhwei province, pours its waters to-day into the same Hungtse Lake through which the Yellow River formerly flowed. The lake is connected on the northeast with the Grand Canal, while to the southeast lies another vast expanse of water, all of which are a standing menace to the country.”
