[As for] all the draft constitutional amendments or bills to which the National Assembly has not yet given approval and which has lapsed according to Paragraph 1, if the Council of Ministers newly set up after a general election [makes a] request to the National Assembly in order to have the National Assembly, House of Representatives, or Senate, as the case may be, continue considering [them, and] if the National Assembly concurs with [the request], the National Assembly, House of Representatives, or Senate, as the case may be, shall then continue the consideration, but the Council of Ministers must [make the] request within sixty days reckoned from the date the National Assembly is convoked for the first time after the general election.
