1. ความสามารถที่จะกระทำการใด ๆ ได้ตามที่ตนปรารถนาโดยไม่มีอุปสรรคขัดขวาง
2. ความมีสิทธิที่จะทำจะพูดได้โดยไม่ละเมิดสิทธิของผู้อื่น

Section 26 The enactment of a law which [would] result in the restriction of a right or freedom of people must be in line with the conditions that are set forth in the Constitution. In the event that the Constitution has not provided any [such] condition, the said law must not be contrary to the principles of the rule of law, must not excessively increase a burden [on] or restrict the right or freedom of people, and cannot affect the human dignity of people.
