ตำแหน่งพนักงานปกครองที่มีมาแต่สมัยโบราณ และได้กำหนดไว้ในข้อบังคับลักษณะการปกครองหัวเมือง ร.ศ. ๑๑๖ เรียกว่า กรมการเมือง
