It is indeed a complicated matter whether the expenditure on public welfare like education, health etc. should be considered as freebies or not.

In these meetings, Aam Aadmi Party officials will go among the people and tell them that the AAP government is giving 6 free handouts to the people with their own money and it will stop if the BJP comes [into power] here.
