“הַכֹּל כְּשֵׁרִין לִקְרוֹת אֶת הַמְּגִלָּה, חוּץ מֵחֵרֵשׁ, שׁוֹטֶה, וְקָטָן.”

All are acceptable to read the Scroll of Esther, except for a deaf-mute, an idiot, and a minor.
