“דִּבְרֵי נְחֶמְיָה בֶּן־חֲכַלְיָה וַיְהִי בְחֹדֶשׁ־כִּסְלֵו שְׁנַת עֶשְׂרִים וַאֲנִי הָיִיתִי בְּשׁוּשַׁן הַבִּירָה׃”

The words of Nehemiah the son of Hacaliah. Now it came to pass in the month Chislev, in the twentieth year, as I was in Shushan the castle,

“הִגִּיעַ רֹאשׁ חֹדֶשׁ כִּסְלֵו וְלֹא יָרְדוּ גְשָׁמִים, בֵּית דִּין גּוֹזְרִין שָׁלשׁ תַּעֲנִיוֹת עַל הַצִּבּוּר.”

If the new moon of Kislev has arrived and no rain has fallen, the court ordains three fasts upon the community.

“דְּבָרִים שֶׁאָמַר חֲנָנִי לִנְחֶמְיָה בְּכִסְלֵיו, אֲמָרָן נְחֶמְיָה לַמֶּלֶךְ בְּנִיסָן.”

The words that Hanani said to Nehemiah in Kislev, Nehemiah said to the king in Nisan.
